My neighbor ignores their responsibility they have to cut the weeds that grow from their side of the fence which results in weeds growing extremely long; reaching over to my side of the walkway's fence. I refuse to pay for someone to cut it for my satisfaction when it's not my responsibility.

those "weeds" look like mimosa tree seedlings. City/neighbor needs to cut back and kill now before they mature into large trees, possibly pulling up that chain link fence and blocking walkway.
