The Property Maintenance Division for the City of Richmond has received your complaint; however since this property is owned by CSX railroad, they are the ones who were advised of this issue. So we are closing the see click fix case and we have advised this CSX of the problem. Thank you.

I reported this issue with CSX police and they came out and looked at the location where these tires are dumped and said it was the City of Richmond's responsibility, not theirs. The tires are spilling into the alley. Please come pick up the tires.
