Update - this location was actually referred to the Codes Compliance Department: an active case (#14-19620 for scattered junk) has been opened and is being investigated. Any further updates or action will be handled by the Codes department. Ok, so it would appear that both Sanitation AND Codes were alerted to this location - Sanitation notified us that they send a crew out today to clean-up these items, so it looks like the Codes case may not be necessary (as long as this doesn't become a regular issue.)
