Walk signals are not needed. A pause is built into the signal that operates 24/7. That pause is when Howard Street signals go green. This happens over and over, without any cars present on Howard, because of the possibility of a pedestrian wanting to cross. This has been the operation for 50+ years, and it still works well at this relatively low-volume intersection. Pedestrian signals can provide an opportunity to cross where without them there is no break in traffic. Such is not the case here.
