The police will not do anything if you e-mail or phone in the problem. THey have specifically been told to not waste resources moving homeless encampments. I learned an effective equation Politicians/governments employees use. A phone call is worth 1 complaint/vote. An e-mail is worth 10 and a hand written letter is worth 100. Hand written letters are the only way to get through to them. I suggest writing the police chief, david campos or whomever you supervisor is, and the health department. I did this after 30 phone calls and e-mails for a similar encampment that was never removed. 2 days after I stick the letters in the mail, the encampment was removed.
It can be a typed letter, just make sure to actually sign with a pen and hand write the address on the from of the envelope.
