the van is parked on the grass in a vacant lot off the alley for about a month. I called the police to have it towed. the dispatcher said the officer said this was a code issue... the guy who drives it has no license and his mom has the vehicle in her name for him to drive. He has had ample time to repair it but it sets week after week.
