If the vehicle appears to be operable and is not wrecked, dismantled, partially dismantled, or discarded and either the Registration or the Inspection is expired, then it is not a Junk Motor Vehicle. Being operable or appearing to be operable (ie: no flat tires, no drive-train hanging under the car, etc.) and having one expired sticker is not a Junk Motor Vehicle. Being wrecked, dismantled, partially dismantled, or discarded and either the Registration or the Inspection have expired is a Junk Motor Vehicle.
From the Code Officer for this area: As per city ordinance section 10-5 Junk Vehicles (A, 1) A junk vehicle must be wrecked and have an expired tag. At this point the tags are still legal so this is not a junk vehicle. I have asked that the owner to move the vehicle in to the drive and he has agreed.
