Initial Criteria
(1) The street under consideration shall be classified as a local, residential street, with a posted speed of 25 mph.
(2) The street or section of the street being considered shall be a minimum of 1,000 feet long and a minimum street width of 21 feet; cul-de-sacs will not be considered for speeds tables.
(3) The street shall minimum average daily traffic of five hundred (500) vehicles day.
(4) The eighty-fifth (85th) percentile is the indicator used to determine the maximum, reasonable speed by performing a traffic study. If the study indicates that the 85th percentile or the average speed is at least, 11 miles per hour over the posted 25 mph speed limit, the petition process may begin at 70 percent.
