Description
The alley between Chamberlayne Ave and East Seminary in the 4800 block is almost always in terrible shape. It's been graded about once a year, but it takes just a few months to degrade back to 4-6" holes. At what point would paving offset the cost of re-grading every year? New gravel is nice every year, but the underlying problem of weak subsoil is the root of the issue.
