Is the city responsible for repairing sidewalks in residential areas?

Seeing as how homeowners don't build PUBLIC sidewalks but cities and towns, it is logical that cities and towns are legally responsible for maintaining these to ensure PUBLIC safety. Many try to pass the buck of responsibility onto homeowners in ordinances, but that is BS except for limited cases for example, homeowners plant trees near sidewalks and they grow large enough that the roots do damage over years.
