There is an "open container" ordinance in Oakland, that says, in effect, "No open containers of alcoholic beverages allowed in public places, schools..." etc. There is also a California State law prohibiting open containers of alcohol on school grounds, under the California Health and Education and Safety codes.

It's not a question about "wanting to" or "not wanting to" enforce laws. It's based on priority calls for service. For example, yesterday morning, there was a rash of strong-armed robberies that occurred between about 8:00am and 8:40am. There were 4 suspects. OPD spotted the suspect vehicle on MacArthur Blvd in the Laurel District. The pursuit eventually headed southbound on Fruitvale, ending with the suspect vehicle crashing at Fruitvale and E.9th Street. There were at least a dozen police vehicles responding.
