It's not necessarily a leak, but a water line at the fire hydrant down the street appears to have a bleeder put on it. It's feeding water to the storm drain, but the problem is that the storm drain is several houses down. Water has been constantly flowing in front of our house for about two months, which has become a major nuisance. It creates issues for people walking dogs, running, or biking down the street. Placing large items by the curb such as lawn debris or garbage cans also exasperates the issue. If the bleeder is necessary, it seems like the length of time that this has gone on is excessive.
