I agree! That's a wonderful idea. These things are ugly, I know they are necessary, but painting some nature scenes or something unique to Raleigh on them would make them interesting. I bet you could even get folks to do it for free. Maybe you could have a contest too and offer a simple prize.
I'd recommend directing your suggestion to the Raleigh Arts Commission (http://www.raleighnc.gov/arts/content/BoardsCommissions/Articles/ArtsCommission.html). This citizen group can be helpful in developing this idea into a possible project. As with most things there is more than meets the eye in any project involving public property, but the Arts Commission is made up of citizens whose task it is to involve the arts in everything we do. They can be very helpful!
Fantastic idea, Juanita! I know Raleigh's Parks board recently expressed interest in adding some sort of art to our greenways. It turns out we have built-in canvasses!

Thanks for the tip on the SCF projects, Kevin! Raleigh has over 80 miles of greenways which translates into a lot of potential art. I think we first need to find out the scope of this project to determine the cost. Once we have a better idea of what this entails (and have approval to proceed, of course) we can hit up SCF to facilitate the fundraising.
Our Arts Office staff agrees this is an idea worth investigating. They are going to follow up with the Public Utilities department to ascertain what restrictions or other pertinent issues might exist with regard to installing art on water/wastewater infrastructure elements. The Arts Office staff will also plan to make an on-site visit.
If it is determined there are no issues/restrictions, ideas and concepts such as this are presented to the Art, Education, and Collections Committee of the Arts Commission for review and advice in relation to Commission priorities and budgets, etc. There would also need to be coordination with the City Council’s Parks, Recreation and Greenway Advisory Board. Thanks for bringing this up. We’ll keep the issue open for now, pending the feasibility study.
The Arts, Education and Collections Committee has worked through a few more issues on this and believes it is a project that looks promising. It will be considered, among other ideas, as we move into this year's budget process. As this one has now been formally included in the Committee's package of potential art programs, we will close this SCF thread at this point.
