THIS IS A COMPLAINT THAT WE INVESTAGATED AND FOUND THAT IT IS A MANHOLE THAT'S BELOW GRADE, BUT ON REYNOLDA RD WHICH IS STATE. PLEASE ADVISE STATE OF SITUATION .
