Status of addressing issue with the property owner please

We just had 2.2 inches of rain and property owners pop up lawn sprinklers were on and copious amounts of water was draining into the sewer

Pop up sprinklers putting too much water on the limited lawn and down into the gutter while raining this morning.

Can I get a response on efforts to contact the property owner?

6:05am sprinklers running and potable, treated water pouring into gutter. Just after weekend storms dumped over 2 inches of rain in my neighborhood. Can someone please contact the owner or send letter? ASAP!
