ILLEGALLY PARKED van blocks view of traffic, making it unsafe to exit two adjacent public parking lots. Every day, all day in a red curb zone - never gets a ticket.

Illegally parked van creates a daily traffic hazard in this block of Harrison Street. County vehicle parked in red zone all day, every day. City fully allows this. Vehicle never gets a ticket. Someday, someone exiting adjacent parking lots will collide with a vehicle in traffic or take out a cyclist. CITY OF OAKLAND is the entity to be sued.
