Apparently someone from City of Oakland stuck a City of Oakland cone inside this hole that is now about 10 or so inches deep. With no forewarning and no ability to circumvent it, I drove my car OVER this hole and cone... my car pulled the cone out of the hole and dragged the cone down the street, causing a couple hundred dollars worth of damage to my car. Please guide me on the process I need to follow to collect for the damages to my car caused by the City of Oakland.
