Description

Piles of garbage have been dumped on west side of underpass on 42 nd street, 20 feet from my home. I have observed people urinating in the garbage. I cannot walk on the sidewalk by home where I pay property taxes. I cannot open my back door. The smell of urine and feces is nauseating.
