Yeah, but it's just been sitting for more than a week. At the very least, having something like this sitting in the neighborhood invites other problems if you follow the "broken windows" theory.

Appears... Exactly. Your making an assumption based off of the appearance of the vehicle that it does not run. The owner may have had an accident and has not been repaired by insurance yet because he is out of town or waiting to hear what repair shop he can take it too. Assuming the person who owns that BMW wouldn't just abandon it.
