The City of Philadelphia has employed The Doe Fund to do cleanup work along the river drives. I witnessed Doe Fund employees dumping collected leaves in the river. I do not believe this is the correct way to dispose of leaves; especially because the leaves contain collected trash. Please instruct the Doe Fund on the recommended method of disposing leaves
