The city is not responsible for shoveling the sidewalks - property owners are. The city code gives 24 hours from the end of a storm to clear the sidewalks - which is vital for people to commute to work, get their groceries at the market next door, visit a restaurant for dinner -
it's the most snow since the 70's - but this property owner hadn't touched their sidewalks at all during the storm (at time of posting was 24 hours after the storm was over). moreover in a downtown improvement district that relies on foot traffic, snow should be plowed as it happens - not 24 hours after a storm.
the poster isn't complaining to the city - they are complaining that a property owner is not following the law.
perhaps the law needs to be changed to include more restrictions/needs of a business improvement district - because this is not acceptable behavior for a property owner that is in our most heavily trafficked sidewalk. After all, there is a transfer station across Chapel from this location. people need to be able to get to the bus so they can get to work and school.
