lights not working again in millenium park. Does this actually get read by anyone in the city who does anything? this problem has been ongoing for a while

In fact, SeeClickFix, which is not directly operated by the municipalities of course, is "officially" monitored by the Information desk at Pinellas County Government, which dispatches tickets to the various county departments and city governments>
So they don't have any direct control over what activity is taken on tickets opened here.
If that bothers you, you should advocate for your city to sign up directly with SCF, or to mount its own Open311 compatible public ticketing system.
