Finally got an answer but just passing the buck again. City of Oakland Public Works Agency referred this issue to ACPWA, DRAINAGE and guess what ACPWA said??? See below:
We are also aware of this problem, and have reported the illegal dumping to the City of Oakland. When they receive complaints like these, the City forwards a copy to Alameda County Public Works Agency for informational purposes. Because this is not within our jurisdiction, we have no authority to enter this property for clean-up purposes.
Your best course of action is to continue following up with the City of Oakland’s Public Works Agency.

Thx David. I will keep plugging away. The neighborhood looks much better these days which is due to all the wonderful neighbors that keep working to clean it up. Sometimes it feels like we are Sisyphus pushing that rock up the hill than watching it roll back down.
I have no reason to bash public works. they have always been responsive in the Cleveland Heights neighborhood within two days to several days until removal which works for me.
Swimmy44 - I find OPW is great with the easy to pick up items they see from their truck. I understand they are overwhelmed with all the dumpers and I appreciate how hard and how never ending their job is.
The problem is creating an app like SeeClickFix and having all the requests go only to one department in OPW with no connection to the other city services. For example: When OPW refers a cleanup to Animal Services or another department - that department often never receives the notice or never acts on it. Now the original request is closed requiring the citizen has to start again with a fresh SeeClickFix ticket.
The reporting system is helping but has some major bugs still.
No!!! Trash is still there as of morning 3/21/2014. It has been there since January 8th. Still working on contacting various agencies to find out whom is in charge of cleaning Courtland Creek. So far no luck.
