Litter is an ongoing nuisance that government can't effectively address. Yes, they should take care of dumping and heavily trafficked areas, but ongoing litter removal is best done by us, the citizenry.
I went to Bed, Bath & Beyond and bought a "grabber" which allows me to easily pick up trash. It costs $15. I use grocery bags so as not incur any further expense.
I patrol my and adjacent blocks several times a week and I realize there are two side benefits:
1. When people see trash, they add more. When people see a clean street, they are hesitant to litter. By simply being seen picking up litter you are communicating civic duty to those who witness you - and who may be encouraged to join you - while also preventing future litter.
2. We are another set of eyes. LItter patrol is also crime prevention.
