The resident(s) or property owner(s) at 1911 Gales street always leaves her/his/their garbage container within the public-right-of way in the alley regardless of whether it's trash day or not. The sanitation workers naturally leave the lid open in good faith, as an apparent signal to the residents that the trash has been collected for the day. The problem is, the can never gets recovered and the lid always stays open and rain water collects and "stews" inside the can with rotting garbage. I've attached a photo of the can which is upside down in the photo only because I tipped it do drain the warm standing water...only to be bombed by an incredibly horrific stench!
