Edelweiss concerned person

I would assume it is someone who lives nearby. It's not there during the day. It is parked there in the evening, overnight, and early morning on Brandenburg either between Graham and Oldenburg or between Oldenburg and Karten on the southbound side of the street. I would guess 18 wheelers aren't allowed to park overnight in residential areas. ???
