    I have watched the garbage truck driver when emptying the black top cans. Either the driver does it on purpose or the hydraulic pressure is set to high, every time the can starts to return the can, it come out very fast and every lid in the neighborhood is left in the open position. This leaves the box open to the elements and when it rains will fill with water creating an unhealthy situation.
