Broken - missing the top

Spin scooter left at sidewalk for almost 3 weeks. Spin has been notified several times, but have not removed scooter.

No wheel.

There is a scooter (assume with it’s toxic and water-combustible lithium ion battery) in the water by the pedestrian path. Right across lakeshore where Cleveland Cascade (the walk steps/path labeled with a street sign) intersects lakeshore. I didn’t see a sign identifying which company but the scooter was painted orange. That’s all I know for now.

No handle. Broken / not usable at the moment.

Black no identification. And parts stripped.
