Coatesville IYO

The tenants at 12 Strode Ave do not follow trash regulations.And now their trash is being spread throughout the streets. The last time bagged trash was put out, i personally put it back into the yard of 12 strode Ave and informed then that trash company will not take unless trash is in tote.Two weeks later they put out twice as much trash.
WHY DO US GOOD,CLEAN LAW ABIDING CITIZENS HAVE TO DEAL WITH THIS?
Codes department was notified and written complaints were made

The trash at St. Cecilia' convent hasn't been pickup. When I spoke with someone 2 years ago it was arranged for it to be picked up on Diamond St. I never received a City of Coatesville trash can and we have been using our own....Could this be the reason that the trash co. is not taking it...We would be grateful if you could let us know and help us. Trash on stairways and sidewalk

The trash is so bad, the rats are out during the day. The trash is not being picked up. The trash keeps piling up since April
