    I am the Association Manager for Cortina Terrace HOA. The street that leads into the community Cortina Place, is draining all the water from the rain into the community and into homeowners yards.     The area between the sidewalk and the roadway collects water and frequently floods, even with light rain. There is a drop-off several inches deep beneath the standing water, which becomes completely hidden when flooded. Today’s light sprinkle was enough to cause the area in front of the school to flood."     Attached find (2) photos of conditions that exists after heavy rains,
    that being the retention of water of considerable depth at the East end
    of referenced County maintained Water Retention Basin for a considerable
    length of time causing undesirable environmental issues.

    Copy of photo just East of the location shows the barrier of dirt & plant growth
    that is preventing excess water from moving out of the Water Basin Area into
    the Natural Open Area beyond. I believe this to be a current Design Problem,
    there should be some avenue or path for the excess water to be allowed to flow
    out of the Water Basin, to the Natural Open Area just beyond the basin.
    (Example-Needs a Trench or change in Grading to allow water to flow out-Eastend)

    Since the County is responsible for "Maintenance / Design" of this Water Basin
    Area , I am asking for your review of this issue and any "Design Changes" you can
    make to eliminate the undesirable environmental conditions from redeveloping
    after heavy rains would be very beneficial.

    Note- This is my second request for assistance with this issue. The first requests
    was resolved with just the removal of the excess water via, I assume, a water
    pumping process to remove excess water. With recent heavy rains, the issue has
    redeveloped. To correct the issue, longer term, the basin needs both the removal
    of current excess water buildup and a redesign of the East end of the Basin.

    It appears that between the years of 2005 to April 2008, construction on Snyder Rd (filling in the road and adding culverts) caused a significant shift in the flood plain because it slowed down drainage. This is evident in areal photos from these time periods and is obvious from the size of the wash vs. the size of the very small culverts. I'm wondering if Pima County Transportation will investigate this and improve drainage so that the flow follows the historical natural path and isn't slowed down by the road which leads to multiple problems.
