"Destroys, mutilates, conceals, removes or otherwise impairs the availability of any public record" means that someone intentionally damaged, hid, took away, or otherwise made a public record inaccessible, essentially preventing others from accessing or using it properly; this is considered a serious offense often referred to as "tampering with public records" in legal terms.

    Could ya believe Byron?
Big Jakes entered our subdivision again today at 5:36 pm, once again operating illegally.
Big Jakes has been forging and falsifying commissary agreements, commissary log entries and permit applications for more than four years in a row now.
Did you know that any permit procured by fraudulent means is void from the moment that it's created.
And it can never be made whole.
Never, under any circumstances can a forged permit be revived.
    Did you know that Byron?

Byron, were you aware that it's extremely unsafe and dangerous and potentially deadly, to allow unpermitted food trucks to operate in our city?

There has been an operating restaurant at the airport for at least a month, but your website has not been updated to mention it. It will have a much better chance of staying open if you will acknowledge it's existence.

    Thanks,
    Michael Noel in Tucson.

  • 1244 East Delano Drive Casa Grande, Arizona, 85122 - Casa Grande
Alley behind 1244 E Delano Dr has an overgrowth of Mesquite tree branches obstructing alley. The tree itself is in the back yard, but as you can see by the denuded branches, vehicles such as pickup trucks and especially the Casa Grande Garbage truck runs into these branches. It appears to be a rental with the website showing “Norris Management” with the contact info:

Hello, I am Chuck Wright and I am the president of the Tierra Palmas Patio Home HOA, at 976 Paseo Del Oro
Our HOA rules forbid automotive repair services in this residential district. The tenant and homeowner have been previously warned in November, 2025, and the tenant, John Pesta continues to defy the directive. As the Tierra Palmas Patio Home HOA president, I wish to make a formal City complaint and need legal assistance.

  • 913 N Brown Ave Casa Grande, Arizona, 85122 - Casa Grande
Evergreen Historical District home with huge overgrown weeds, panels falling, junk everywhere on yard. Previously reported and nothing has been done- just the opposite in fact as more junk has been added to yard. Disgrace to the neighborhood and our community. Several violations are persistent on this property
  • 1109 N Kadota Ave Casa Grande, Arizona, 85122 - Casa Grande

Rebuttal to Staff Comment (DC CE - Priscilla): I am reopening this request to contest the claim of "compliance." This property, along with the adjacent property at 1105 N Kadota, is being incorrectly assessed regarding the Public Right of Way (ROW) and surfacing requirements.

Enforcement Consistency & Contagious Blight: By failing to enforce parking standards at this address and the neighbor's address, Code Enforcement is signaling to the neighborhood that parking on dirt/grass is acceptable. This has created a "cluster" of violations that directly harms the integrity of the Evergreen Historic District.

Inaccurate ROW Assessment: According to the Pinal County Assessor’s records, the ROW at this location is approximately 3 feet from the curb. The vehicles at 1109 N Kadota are parked significantly deeper into the front yard landscaping than 3 feet. Even a single vehicle width exceeds the ROW; multiple vehicles are clearly on private property.

Surfacing Violation (CG Code § 17.52.070): The primary violation here is the surface, not just the location. The code requires all parking areas to be asphalt, concrete, or an approved dust-free surface. These vehicles are on raw dirt. Per city code, there is no provision that allows "Right of Way" status to bypass the requirement for improved, dust-free parking surfaces.

District Standards: As a contributing property in the Historic District, this "dirt-lot" parking style constitutes visual blight under CG Code § 8.12.010.

Requested Action: Please perform a diligent inspection that accounts for the actual property lines and the mandatory surfacing requirements of § 17.52.070. Code Enforcement must stop using "Right of Way" as an excuse to allow unpaved parking in a Historic District.

  • 814 N Morrison Ave Casa Grande, Arizona, 85122 - Casa Grande

Rebuttal to Staff Comment (DC CE - Priscilla): I am formally contesting the closure of this case. Stating that this property is "in compliance" is not only a misinterpretation of the law but a failure to protect a designated historic asset.

    1. Demolition by Neglect (§ 17.62.060): The current state of this property—specifically the painting over of window glazing—is a textbook example of Demolition by Neglect. By allowing the building's envelope to be altered in this manner without maintenance or a Certificate of Appropriateness (COA), the City is permitting the slow destruction of a contributing historic structure through intentional abandonment of standards.

    2. Violation of Material Integrity: The Historic Preservation Ordinance explicitly prohibits "material changes in appearance" without commission review. Painting windows is a material change. If no COA exists, this is an active, open violation.

    3. Safety & Blight (IPMC § 304.13): Beyond the historic codes, the International Property Maintenance Code (IPMC) requires windows to be "functional and in good repair." Painting them shut or obscuring them with paint is a violation of these basic habitability and safety standards.

    4. Location Sensitivity: This property is located directly across from City Hall. Allowing "Demolition by Neglect" to occur in such a high-profile location sets a dangerous precedent that the City’s own preservation laws are suggestions rather than requirements.

Requested Action: I am requesting that this case be escalated to the Chief Building Official and the Historic Preservation Officer. A property is not "in compliance" simply because an officer views it from the street; it must meet the legal standards set forth in the City Code and the Historic District Guidelines.
