Barking dogs still at it.. for hours. We will file a complaint everyday until the issue is addressed with the homeowner. Are the dogs abandoned?

This house has lets dogs and cats out the front door to run around and use the restroom around the neighborhood . I’m tired of chasing a little dog out of my yard and cleaning up his poop .there are at least 3 dogs all small who charge kids walking around . It’s ridiculous they literally open the door and let the animals run free . I asked them to stop I got told to @#$% OFF and mind my business . Tyler Gordon , Paul Gordon and some chick named Perla live there . They rent the house from Paul’s dad . Please help !!
