City of Oakland Private Property - Code Enforcement PLUS

Blight house. It burned down years ago and owner (older Asian man) is still living in it, without electricity or running water. City demoed the hoarded trash and barrier on the front of the property, and put up a new fence to keep people out... owner came back after they left, cut the locks off and is still here.

Owner hoards garbage as well as a pack of small dogs (that seem to change frequently). Owner throws food in the street every morning for birds and rats. Seems to catch and collect the rats for some reason.... watching for more than 2 minutes (when the dogs weren't in the yard) and counted no less than 12 rats running around, which is negatively impacting every property on this side of both this block, as well as the one behind his overgrown, non-maintained yard.

This individual is badly in need of mental help services. Among others.

This block of Manila between 38th and 40th continues to explode with trash, tents, bicycles in various states of disrepair, illegal dumping, and illegal storage.

There are at least 15 people that I have identified who live here, and a number of other people who pass through the encampment daily. Social distancing is not practiced in this growing encampment, no masks are being worn by these unhoused people, there are no hand washing stations or public toilets here, and there are no health or sanitation services currently being offered. This is a very concerning development, not only for the people who are living on this block unhoused but for people who are trying to maintain social distancing, and keep our neighborhood safe from covid, as well as crime.

Please consider the impact that allowing this encampment to grow daily is having on the health and safety of all people in this neighborhood, not only the people who have the ability and privilege to post on 311 or who can shelter in their own homes.

Shopping carts, waste, clutter piling up on this corner. It has been growing in the past month, and this morning there was a small fire on site.

Occupants are letting trade pile up on the property. Rats and smells are coming from the area and they aren't doing anything to get rid of it

Where there was one RV then two; now there is three The owner is giving them permission to park on the street and feeds them electricity

Broken windows, deteriorating siding, potential for rodents, unpermitted window replacent and possible interior construction

Downed fence and unsecured property. People get into the lot, make noise, and creating a lot of graffiti issues on the property and fence of neighboring property. Sometimes fence falls onto the street blocking the sidewalk.

Someone has to do something about this encampment on a residential sidewalk! Please! I have found used syringes, a deranged man screams at passerbyers and wanders all over the neighborhood with a pipe in his hand. We’ve had three bicycles stolen from our backyard and we can quite visibly see the parts of one of them at this encampment (the police said there’s nothing they can do). There’s rats, mice, piles of trash and piles of human waste in doorways. My neighbors want to move because it’s not safe. It’s NOT SAFE.
