City of Oakland Private Property - Code Enforcement PLUS

My car was broken into. The window behind driver was broken.. attaching the photos, this happened right infront of Delah Coffee shop at w Grand Ave and Broadway in Oakland

This is a trail off Las Vegas Ave behind Senaca reservoir in Oakland.

A contractor has made the trail into his own illegal construction site for over a year and even put up signs as if he owns the land. He parks construction related vehicles, trailers, tools, and equipments there. He uses the site to do various construction related work and vehicle and tool storage.

When I told him he can’t do that he bullies me and tells me it’s not my property. But it directly backs several residential homes and it is NOT his property nor a commercial or an approved construction site. He has illegally taken possession of a site for his commercial construction related activities.

I live here and work from home. His illegal activities disturb home life and work with construction work noises anytime of the day including weekends and the vehicle traffic as he hauls the construction or lumber related materials in and out of the site.

He has damaged the trail and natural vegetation around to make his work easier.

Please follow up with authorities to shut down the illegal possession and construction related activities going on for over a year now. All our requests and pleas to the contractor have been ignored and I am bullied by him in return.

After seeing their rental advertisement, I went to view the property and suspected that they were renting out a unit that does not comply with Oakland’s rental regulations.

I am the tenant at 3827 Carrington St, Oakland, CA. I have resided in this unit from January 2023 to the present (November 2025) and will be moving out on November 22, 2025.

During this tenancy, Rod Jacomet from Oakland City Hall (Planning and Building Department, Bureau of Building. Building Permits, Inspections and Code Enforcement Services) personally conducted three inspections at the property this year. On each occasion, he informed my landlord (Tzumg wen Liu) that the extra unit I live is illegal and does not comply with building codes or zoning regulations.

I have strong reason to believe the landlord is illegally renting out unpermitted space. Additional concerns include:
1. The landlord has informed me that he has already secured the next tenant at a rent of $1,500/month.
2. He refuses to accept bank transfers or checks for rent payments and insists on cash only, leaving no paper trail.
These practices raise serious concerns about the legality and safety of the rental unit, as well as potential tax evasion and violation of Oakland’s rental housing laws.

I respectfully request that your department:
1. Investigate the permitted status of my unit and any unpermitted construction or occupancy.
2. Issue appropriate Notices of Violation to the property owner.
3. Ensure the next tenant is not placed in an illegal or unsafe unit.

Person is operating their chicharrons cooking business out of their yard. The name of the business is La Merena Cuertos. During the pandemic they lost their physical location (4717 Foothill) and began cooking on their property. There is a large cooking setup outside that is used almost daily. When in use a large amount of cooking smoke/steam is let into the air and and foul smell can be smelt throughout the neighborhood. When they are cooking (almost daily), they use a loud speaker to play music.

Code Enforcement has been out several times and found multiple violations of the space, but the cooking activity continues and the problem persists and grows after every visit.

BAAQMD has been out to review the property, but the person told them he's just cooking for himself, not a business... but there are literally trucks with his logo on the property, and his is cooking massive quantities daily.

Renting without a business license

Hello, good afternoon, to whom it may concern: I want to make a call for help and attention to the Housing Inspectors of the city of Oakland, to report this home located at 919 53rd avenue oakland Ca 94601. These people of Cambodian origin, They installed 8 security cameras outside in front of their house, and that's good, but here the problem and our discontent is because 4 of their night cameras are pointing right at our property at numbers 916 and 918 53rd, avenue Oakland CA 94601 and then this is illegal. Because they are violating our privacy rights as family and citizens, they are assaulting our peace and tranquility, it is also causing us a lot of stress and anguish, especially to our children and minors, we really feel harassed and spied on 24 hours a day. In that house where the cameras are located, mostly single adult men live, we are afraid that they suffer from some sexual mental disorder and that is perhaps why they spy on our children and women. it is his intentions of those male people. Please help us with this situation of harassment and order them to point them at the sidewalk or the street and not directly at our house., I request that an Inspector of Oakland City send them a warning or citation regarding this complaint. and ordered them to change the direction of those cameras. From 69th ave International to 69th ave Arthur St there are illegal orange cones everywhere. Please remove all illegal orange cones. These cones are illegal, people are using them to reserve free city parking, this is not right and it will cause chaos in our neighborhood.

Owner appears to be operating an illegal garage and has many cars parked on the property and the street. Including on the next block.

Activity has been happening for months.
They have an illegal business going on towards the back of house. This is the reason they have multiple tarps to cover the whole front to avoid visibility.
Multiple cars show up during the day and night and the people inside the house give hand signals to let them know it’s okay to step inside. There was a homeless man who will walk through the street everyday asking for a drink or food. They took him in and that’s the person who sits behind the tarps all night to be watching out. The adults there who do the business wears ski masks to cover their whole face.

Chop shop is still 100% active. This house is a cesspool of nonstop criminal activities and a safe haven for criminals. City of Oakland needs to shut this place down immediately.
