    Per City Code Chapter 9.28.010

    It shall be unlawful for any person to erect, construct or maintain, or cause to be erected, constructed or maintained any barbed wire fence or fence having spikes or projections of a nature dangerous to persons within seven feet of the ground level, or any fence charged with electricity. In no event shall a barbed wire fence or fence having dangerous spikes or projections be erected, constructed or maintained on or within a public park, unless specifically authorized by resolution of the City Council, or on or within 10 feet of a public or private school grounds.
    This chapter shall not be construed to permit a person to construct a fence without complying with all other applicable ordinances regulating construction of a fence.
