    Good morning I live in a row house with narrow and small backyards. One of my neighbors has a dog and allows her dog to (presumably go do its business in the backyard This happens at hours which no one should be allowing a barking dog do. Yes, the dog is a barker and does what a barking dog does.
    This loud noise wakes me up and sometimes, I cannot get back to sleep! I work and the days this happens I’m tired all day.
    My question is. is this sort of disturbance allowed in jersey city?
