911 isn't responding, this was last Friday when the little boy was hit by a truck. Why is being done about the 911 system?

My question is, is there a way that the garbage and recycle man can something to pick up the trash that they’re dropping and dragging and leaving behind because it’s a leave in Bartholdi absolute disgusting mess my neighbor and I walked up and down by the ocean to old Bergen Road and pick up bags and bags of garbage the garbage man will take the garbage turn the garbage cans over leave garbage on the ground leave garbage on the sidewalk. It’s absolutely disgusting and no one should be on anybody’s property or cleaning up the street that’s for the city and property owners however we live around here so we do I’ll due diligence, but this is quite often on Bartholdi and it’s not fair. It’s an unhealthy unclean, unsafe it’s just a bad quality of life all the way around throughout Jersey City but especially on Barthol you try your best to clean up and pick up but it’s so often this just is accepted by property owners and by the city by city workers that just don’t care, the garbage man and the recycle man absolutely leave a disgusting mess and it’s not fair that you should have to constantly be cleaning up behind them This is just unacceptable and something really needs to be done.
