Behind 50 Columbus Dr, on Steuben Street between Marin Blvd & Warren St. (specifically, the garbage bay that sits across from 146-154 Steuben Street) This is a garbage bay used by the 50/70/90 Columbus complex and/or its commercial/retail tenants (Sprove, chinese restaurant).

Description:
Private garbage collection is occurring on Steuben Street at approximately 4:20–4:35 a.m. 5-6 times per week, Mondays through Saturdays. This is a residential street, and these pickups occur well outside the hours permitted for private collectors.

Per Jersey City Municipal Code § 287-40, it is “unlawful for any private garbage or refuse collector to collect any such material in any residential area or street in the city before 8:00 a.m. on weekdays and 9:00 a.m. on weekends, or after 10:00 p.m. all days.”

The hauler servicing this location arrives around 4-4:15am, typically using a dark-green garbage truck (not a Jersey City DPW vehicle). These pickups create extremely loud noise that wakes multiple townhouse residents on the block.

Because the RRC system does not allow video uploads, I am attaching 10 screenshots taken from 10 different timestamped Ring doorbell videos, showing:
-The dark-green private garbage truck on Steuben Street
-The exact timestamps of the unlawful collections
-Repeated occurrences between 3:50–4:35 a.m. on different days

Full Ring video clips are available upon request, and can be shared with Code Enforcement or DPW via email if needed.

The recurring pre-dawn mechanical noise significantly disrupts sleep for residents facing Steuben Street and appears to be a repeated violation of § 287-40.

Please investigate and enforce § 287-40 regarding private collection on residential streets outside legal hours.
