Dead tree Can we get it replaced?

There’s no way they have a forestry permit for this work. I saw them pouring a few days ago and couldn’t post until now. These tree pits are too small and were done to accommodate a driveway. The forestry department would not have approved that. This means this tree work was done illegally without a permit. Please do something before they finish the house. That strange metal gate around the tree is also a violation. The address might actually be 106, I was in a hurry. Please check asap.

Street tree was removed on side of property and not replaced after new construction was completed. Aren't contractors supposed to plant street trees per new construction code?
