Trees in alleyway behind the house, could we please have them removed?

My neighbor hired a tree removal company and they tore up the alley behind my house. My parking is in the alley, but I have to park out front now because it's too much like off roading currently.

tree removed by forestry years ago has contributed to the unevenness of the alley. flooding up to my yard. now a whole has opened up on the alleyway and water is flowing like a waterfall. please have someone check this out

We have the roughest alley, can we get this fixed or paved?
