Would like a asphalt apron installed at this point in our alley to keep the gravel and sand from flowing into the street

The alley was repaved probably 2 years ago. Water lays there often and has even after first repaved and more than 24 hours, which also adds to mosquito problem. Also, seems the neighborhood is getting flooding in areas where it hasn't before so maybe the drains need to be cleaned out?

Cruise came out to patch a spot in the alley, but didn’t take the patch to the edge of the alley instead, they stopped the patch with a definite buildup, which is going to grab the tire of cars driving down the alley. It’s also going to force runoff into people‘s driveways.

Citizen called and is requesting resurfacing she stated 16th St N alley was fixed but not 15th St N alley stated it is very dusty

recent Maintenace of alley however it needs to be regraded as it is flooding the houses along the alley

Between erosion and large utility trucks doing work, it has become a little rough and muddy.
A couple of neighbors have brought in their own crushed shells or aggregate to reduce the mud in front of their properties. But the other parts of the alley are now low spots and dirt.
Is it possible to request that the alley be graded for proper runoff and a consistent aggregate or crushed shell be applied? If not this way, is there a better way to make the request?

Deep potholes in both connecting alleys.
These two alleys service 15 houses without driveway access (high traffic) and the holes are quite deep.
Please expedite if you can.
