Can we turn this intersection into a 4 way stop?

Missing stop sign on the right side of the street where the stop line is in the road. People often do not stop as there is no sign.

This is the third semi that has had to backup on E. Carroll street at Shultz Ave because they think that Columbia Ave is accessible. It is very dangerous. It doesn't even matter that E. Carroll is a one way street going west. People are constantly going the wrong way on E. Carroll with impunity, in spite of a recent "no left turn" sign at the corner of Shultz & E. Carroll. (thank you for that). My request is "Can more notification of "no outlet / local traffic only" be placed prominently somewhere at Shultz & E. Carroll?" There is no other reason for anyone other than the residents who live here to come to this end of a block without an outlet. Thank you.

Can we get a flashing stop sign to help people realize this is a 3 way stop Possibly have police monitor more closely Maybe talk with the college and have them inform the students this is a residential area with stop signs?

Please consider adding a traffic signal at the main Walmart entrance and the entrance to the Culver's and Walmart. Very difficult to make a left turn out of the Culver's lot back towards Indianapolis blvd. Traffic coming around the curve moves fast and can throw off judgement when making a left turn.

Why can't we get a flashing left turn signal at this intersection? People racing up 165th to beat the red to get to McDonald's/Menards is dangerous and avoidable.

ALLEY NEEDS SEVERAL SIGNS POSTED , ONE WAY SOUTHBOUND IN ALLEY. A TRAFFIC HAZARD AND SAFETY CONCERN. TRAFFIC SPEEDING NORTHBOUND IN ALLEY , WHICH IS THE WRONG WAY. CAN STREET DEPARTMENT POST SEVERAL WRONG WAY SIGNS IN BUSY ALLEY BECAUSE OF BUSINESSES.
