I am making a report regarding address: 7524 Oakdale Avenue Hammond IN, 46324

After the last dog barking nuisance report on 10/20/25, which was my second report, I've been noticing the neighbor's dog getting hit and crying out in pain. I'm noticing the whimper at times even through the walls of my home. I'm not able to catch it every time, but I feel that the instances that I have observed leave room to question if their methods of discipline are abusive.

I'm concerned about the dogs general safety. I don't believe these incidents are accidental (e.g., stepping on a paw or tail by mistake). In my opinion, it seems that due to previous noise complaints that have been addressed, the pet owners physically discipline the dog by hitting it in efforts to intervene when it is barking excessively at a given time. I've personally seen the male pet owner hit the dog before while trying to give the pet a bath in a kiddy pool in their backyard. It made the same yelp sound in pain after being kicked.

There seems to be a trend in the owners' difficulty with appropriately managing pet ownership, as I was informed by my landlord that they had their previous pitbull removed/rehomed due to similar issues. I'm an avid animal lover, and I personally grew up with dogs the majority of my life. I know when a dogs pain threshold is too much with being hit with enough force. Their pet is seen running away in pain from the owner in one of the clips I provided after being hit near the fence.

I also wanted to add another video link of the barking nuisance separately. My household has been dealing with this noise since they got the dog. Leniency was given for quite some time out of courtesy since it was a new pet that they needed to learn and train, which was understandable. The first report from us goes back to June 3rd or 4th of 2025.

The address is actually 1048 Mulberry There is a black truck in the driveway that has been there over a year It has blocks under the tires to keep it from rolling into the street It had previously been tagged but the person it belongs to takes the city tag off and no one ever came back to tow it He now has parked another truck with no plates across from it by 1104 Mulberry It is a blue truck This has been an ongoing issue with different trucks being dropped off here The man who they belong to doesn't even live in the neighborhood

Old grey Lexus, No license Plates, I saw it last week parked behind garage, now it's parked in front of 4421 Johnson

Abandoned vehicle with multiple flat tires sitting for over a week owner is using it as storage van is full of garbage just like other vehicles he has on property and in the street
