Couch and other debris illegally dumped there

neighbors are dumping trash etc..

The home owner had his tenants empty his property ( instead of getting a dumpster)onto the front of the house and resorted to putting his tenants in a large mobile home upside the house which I think is illegal.

Construction material left in the alley

Inoperable vehicles on property.
Inoperable vehicle in open fallen garage.
Pile of household items in rear yard.
Rodents have been seen.
