City of Chicopee PLUS

This complaint concerns KAD Industries at 28 Holgate Avenue. For years, this business has conducted its operations in a way that violates city code and infringes on my property rights.
· Specifically, they routinely block the public road with delivery trucks, obstructing my access to my home. This is a violation of Chicopee Zoning Ordinance § 275-40 (Parking and Loading) and constitutes a public nuisance.
· The Chicopee Police Department has already confirmed that blocking the road is illegal. Despite this, the business owner has stated they will continue to do so.
· I am formally requesting the Building Department to exercise its enforcement authority under § 275-5 and levy the appropriate penalties under § 275-19. I request a Zoning Enforcement Officer be dispatched to witness the violation and issue citations.

Witnessed at least 10 employees working on sales floor with face masks down under their chin or not over noses.

Neighbors yard starting to look like Parking lot.

Student parking causing traffic issues making neighborhood unsafe. Parking to close to intersections, driveways, and fire hydrants. No fines are being given so illegal parking continues. Difficult for homeowners to navigate neighborhood and even more difficult for larger emergency vehicles. Who will be at fault when first responders can’t get to someone/some place in a timely manner? Will the first responders be held liable for a delayed response or the city? This has been an ongoing issue with no resolution. Consider giving fines for illegal parking. Consider resident parking only. Consider no parking during school hours. Consider 4 way stop at Stebbins and Windsor. Consider having students park in school parking lot.

No safe walkways on street, barely visible crosswalks on street and no walking signals. Confusing traffic makes it impossible to cross safely.

Violation of Ordinance 262-1. There is an inoperable, disabled van that has been parked at the corner of Fair & Henry St since May, 2023. According to ordinance "No person shall park inoperable unregistered vehicle for more than 3 days". It's been 7 months!!!!

Also in violation of Jan 7th Winter Parking ban as vehicle is parked on odd side of street. Plows could not clear street...went from double lane to single lane. Walking route to 2 schools. Will be a hazard all winter. ENFORCE Ordinance...ENFORCE Parking ban

Most of Nonotuck Ave. (lower end) is a shameful trash collection point. The road is littered all the way from Captain Mac to South St. Presently, there is a tire in the gutter in front of 100 Nonotuck.
