    The homeowner cuts his grass leaving the clippings in the street. During rain storms, the clippings end up in front of his neighbor's homes to clean up or, if the rain is heavy enough, the clippings get caught on the drain grate at the bottom of the street and in the winter, during a thaw, we get a huge puddle that freezes and makes that corner unsafe to drive or walk on. Also, he cut down branches from his overgrown trees and left all the cuttings in the yard. Now we there are mice and other animals are being seen much more often.
