Rain water sewer pipe of the street is coming out in our backyard causing the water clogging in the backyard whenever there is rain

Rain water sewage for the street has the outlet in our backyard some people came 2 weeks ago and inspected and told that soneone will be coming last week but there is no update yet and the water keep collecting in our backyard causing standing water and more mosquitos if someone can provide us a solution

Looks like a water break in front of 63 Nashua Street.
Water continues to come up from underground and runs down to catch basin.

My neighbors are draining their septic tank & at first there was water draining but now we have crap all in our driveway running down pento Road into north street & just now one of their trucks knocked our power out. We need our power. How is this legal?!
