Person stumped over the wheel not sure sleeping or medical condition

There is a manhole with a cover completely off and the hole wide open. There has been a lot of construction in the neighborhood but it has been this way for several days, unattended and unmarked. This is a clear hazard for a child or person with special needs or even a pet to fall into and become trapped.

Loud instrumental noise people need rest and our kids really need to be able to concentrate doing their homework and been able to rest. Can someone please talk to this people and explain that their noise level is really affecting people lives and that they need to have some control specially at night.
