City of Holyoke IYO

There continues to be an issue with commercial dumpster being placed in the road on a residential street. Not only is it a safety hazard with vehicles, and children being able to climb in it, but it is also drawing a large number of birds. USA recycling also makes an abundance of noise when it arrived to dump contents into recycling truck anywhere from 1am- 6am. There are many ordinances in place that this is violating. Can someone please address this ASAP it has been going on for months and only neighbors seems to care. Thank you!

USA Recycling is picking up commercial dumpster from the side of road for this house between 1-3 am 2-3 nights a week. USA states it is a commercial business dumpster that the owners use for a business they are running from the house request be picked up at that hour so they can place it in the road. The noise and banging of the dumpster us extremely load as is the truck. Wouldn't this be again the noise ordnance and how are they running a business that requires 2-3 dumpsters weekly for a residential zoned area? Also, are they allowed to place the dumpster in the road interferring with traffic? Can you please investigate.

You have several dirt bikes driving along the river illegally. They are here now and are driving extremlyndangerouslynand they are very loud

Who is responsible for trimming back branches, preventative maintenance, and clean up of the parcel of city property at the dead end area at my end(north end) of South Martin Street? I have been very concerned during the past several rain, wind, and thunderstorms storms. Some of the branches extend out in to street and are approaching wires, especially when windy. Others are hovering lower over the street where I turn into my driveway.

This is becoming a safety issue. I know trees are helpful to but a good trimming back of many branches is needed. I reported several time in "SeeClickFix" in the past and nothing was ever done. I am not asking for much since I have lived here 25 years and think it was looked at once. HGE does trim around the street light when I report my concerns but this is in the dead end area where the plows leave all the snow in the winter.

Please address this matter or provide me with a contact person so I can call. I would like it taken care as soon as possible.

It appears that there has been an increase in semi/tractor trailer traffic on Homestead Ave outside of permitted hours, sometimes engine braking (on the evening of 11/5/23, 13 events of trucks passing by our home were recorded by our security camera). This regularly disturbs residents and pets in the area. This traffic is not permitted per posted signs; referencing Code of Ordinance - Article VI, Sec. 86-211 (prohibited traffic) and Sec. 86-217 (engine braking).

Speeding cars, trucks, motorcycles & even speeding school busses, plus sounds like every car speeding by at midnight or on "quiet" Sundays has custom pipes. Add to constant leaf blowers & lawn mowers and Holyoke is now one of the loudest towns in the US. At least track speeding?

Multiple broke items on the play structure and graffiti everywhere .

*I think have the playground have lights on it at night would help with the vandalism / damage

Is there a way to file a complaint about noise ordinance violations without calling the cops? This is a quiet, residential neighborhood but one house frequently has very loud music and/or people shouting in the streets in the middle of the night. On Friday night there was shouting and loud music coming from this house from midnight until nearly 5 am. This happens at least once a month, often closer to weekly.
