1.) Because there is no right turn on red, this backs up the traffic on Swampscott Rd. There may not be a solution to this since there are homes up the hill and the entrance to the old Mazda dealership is there. But this is really the root of the problem.
2.) When the light finally turns green, the traffic on Highland can easily fill the left hand turn lane from Highland to Marlborough, preventing the backed up traffic on Swampscott Rd to progress.
Perhaps a better timing scheme could help at the two intersections. I’ve sat many times at the left turn lane from southbound highland to swampscott without any traffic coming from the northbound direction. Seems to allow northbound highland traffic through without considering the buildup of cars in the southbound left turn lane or the swampscott/highland right turn lane.
If a detailed study was done to improve the flow of traffic at first and swampscott, have any studies been completed at the swampscott/highland intersection in concert with the highland/Marlborough intersection?
Is the intent of the roundabout to direct people down first street to traders way to Marlborough to alleviate the congestion at swampscott/highland? -

Traffic SignalsÖffnenNorth St @ School St Salem, MA 01970, USA - City of SalemThe default signals after a power outage are that traffic on North Street gets a blinking yellow light, while traffic approaching from School or Orne get a blinking red. This is extremely dangerous if an outage occurs during the daytime when traffic is heavy on North Street as cross traffic has to hope that traffic on North Street is paying attention and will be courteous and let them enter/cross. I would suggest that the default configuration should be a blinking red in all directions, which would allow traffic to operate much more safely and (hopefully somewhat) predictably in a normal 4-stop pattern.

Suggest installing a traffic calming element (such as a speed bump) top increase the number of vehicles observing the traffic signs, and help reduce the vehicle speed on this "pass-through" street.

It doesn't turn green unless there's another vehicle behind it or in the other lane turning left. It appears it's mostly in the evening. A couple of evening ago the car in front of me was forced to take a right turn, as we had been sitting at that light for three cycles, and nearly missed getting hit by a truck. It's unsafe and if you're the only vehicle, you have to wait until another two cars are there, as you're stuck because you can't back up. PLEASE do something before someone gets hurt.

I walk fairly quickly, but find myself having to jog to make it across the street during the light. The cars in the right lanes do not respect the pedestrians in the cross walks when they are turning right on red, and I have to wait to cross after they've made their turn and end up missing most of the cross time.
